Search Pullman Residents Directory

A name, phone number, or Pullman address can lead to several different public records, each with its own meaning. Search the Pullman residents directory by matching the question to the custodian: county property files connect owners to parcels, recorded deeds show transfers, and state or court indexes can confirm other dated links. Historical directories and local newspapers add the long view. No result should stand alone. Keep the source date, distinguish a site address from an owner's mail address, and compare at least two independent records before treating a match as the same person or a current Pullman household.

Begin a Pullman Resident Search

Choose the record by what needs proof. For a street address, the assessor and map come first. For a named court party, use the statewide index and then the court file. A historical name belongs in dated directories, newspapers, census schedules, and archives. This prevents a common mistake: treating an owner, voter, subscriber, licensee, or litigant as if each term meant “current resident.”

The strongest Pullman residents directory workflow records both matches and conflicts. A middle initial, parcel number, court role, old road form, or business name may separate two people who share a surname. Keep each portal's date and record ID.

  1. Write down the exact name, phone, address, date range, or record number already known.
  2. Pick the source that directly answers the question, then save its date and custodian.
  3. Search spelling variants, but never merge two results merely because the names look alike.
  4. Confirm the match in a second, independent record held by another office or collection.
  5. Ask the custodian for an official copy or correction when the index is incomplete or wrong.

Pullman Residents Directory Sources

Pullman's current records are split among city, county, and state keepers. The city map knows local address geography. Whitman County offices in Colfax hold assessment, recorded, and superior-court records. Washington agencies manage voter, vital, license, corporation, and statewide court systems. The table keeps their roles separate.

Absence from one Pullman residents directory source proves little. A person may use protected records, have no listed phone, own no land, or never appear in a public court case.

Map a Pullman Address First

The Pullman GIS viewer accepts an address or landmark and allows pan, zoom, and feature selection. Its public layers expose full address, municipality, ZIP, assessor parcel ID, subdivision, lot, block, PLSS fields, and city, county, or ZIP values on each road side. Those fields are valuable near an edge of town.

GIS is not a legal survey and does not establish ownership. Move the parcel ID into Whitman County TaxSifter, then record the site's location, owner mailing address, and legal description as separate facts. The county says the portal is a reference tool and original recorded documents control.

Parcel
A mapped unit of land with a county tax identifier.
Situs address
The physical site address, distinct from where tax mail is sent.
Index
A finding aid that points to a record; it is not always the full document.
Criss-cross directory
An address-first historical listing that works from street to name.

For a full road workflow, the Pullman street directory follows parcels one address at a time.

Pullman Deeds Start Online in 1980

The Whitman County EagleWeb index provides record data and images for documents recorded since January 1, 1980. Search is free. Its cited high-quality image product is $1 per page, while plats, surveys, certified copies, and older materials are handled by the Auditor's office.

Search modes include grantor, grantee, combined parties, auditor file number, date range, and document type. Grantor is the party transferring an interest; grantee receives it. Basic name search expects surname first. Advanced search supports wildcard, required-word, and excluded-word syntax. Municipality, block, and lot fields plus Related Searches can connect a parcel description to linked instruments.

Read Pullman Court Matches Carefully

The Washington Courts name and case search and Odyssey Portal provide reference searches across participating courts. Odyssey party search supports party or business name, nickname, Sounds Like, and some optional identifiers. Case filters include type, status, file dates, and judicial officer. Results can show case number, file date, type, location, and party name.

A party may be a plaintiff, defendant, petitioner, respondent, or another role. That does not prove present residence or fault. The state warns that online data can be inaccurate and updates about every 24 hours. Official files and certified copies come from the court of record, such as the Whitman County Clerk. District Court also offers a written records-request form with email, fax, mail, and counter delivery choices.

The Odyssey party and case search appears below.

Use the case number and party role to narrow the correct file, then verify it with the Clerk instead of treating the search result as a final finding.

Pullman Voter Records Have Boundaries

VoteWA is the individual-facing registration and ballot service. The separate SOS voter database extract form asks for requester identity and contact details plus one file choice. The released file can include active voter names, addresses, precinct and district data, and voting-history indicators. It is updated monthly and is generally delivered by email link within five business days.

Washington does not publish ballot choices through this data. RCW 29A.08.720 restricts voter-list uses and protects certain information. Address Confidentiality Program participants and other protected voters are suppressed or use substitute addresses. County Elections offers counter, phone, and mail routes for a defined registration question. A voter match confirms registration information at a point in time, not everyone in a Pullman home.

Pullman Vital Records Use Separate Doors

Washington Department of Health handles current statewide birth, death, marriage, and divorce certificates. Online and telephone orders use the authorized vendor, mail goes to DOH, and local health departments can issue many birth or death products in person. Whitman County Auditor handles marriage licensing and recent county license copies; the Superior Court Clerk holds divorce decrees.

The cited DOH base product fee is $25. Certified birth and death copies require a qualified applicant and proof, while informational products have different rules. Anyone may request a marriage or divorce certificate under the current DOH page, but a full decree still comes from court. RCW 70.58A.510 transfers births after 100 years and death, marriage, or divorce records after 25 years to Archives under the historical rules.

Online or phone service and mail differ in added charges and processing estimates. Fees change, so check the DOH order page before choosing a route.

Pullman Directory Books Span Gaps

Pullman's historical name trail begins with a documented 1891 Bensel directory and continues through selected State Library editions from 1904 to 1985. University of Idaho lists selected telephone books from 1937 through 1977. These are sparse runs, not an annual register. The Pullman city directory collection gives the exact years and a method for reading entries.

WSU's digitized Pullman Tribune holds 525 issues from 1895 through 1919 and is mostly complete from 1910 through 1919. Pullman Herald material is described as digitized through 1922. WCHS offers a business directory index from 1881 through 1993, archive holdings, maps, and paid volunteer research.

The WCHS resource page appears below.

The society's archive address conflicts across current materials. Email before visiting, and define the name, address, and date range before requesting research.

Pullman Residents and Two ZIPs

WSU policy says Pullman has two current ZIP codes with different roles. Most city destinations, residence halls, fraternities, and sororities use 99163. WSU business offices and internal campus mail use 99164. A 99164 box may therefore identify an institutional mail route rather than a standard street parcel.

Historical ZIP 99165 College Station was discontinued on May 12, 2006, with USPS directing use of Pullman 99163. An old envelope or directory may still show it. ZIP boundaries are delivery tools and do not equal Pullman city limits. Check USPS, city GIS side fields, assessor situs, and the legal description before assigning a disputed edge address to the city.

Note: A 2025 assessor notice separately named Rural Pullman outside city limits, which confirms why a mailing city alone can mislead.

When Pullman Web Searches Stop

Use a fallback chain instead of assuming the record does not exist. The Auditor handles older deeds, plats, surveys, and certified copies. The Clerk handles official and archived court files. The Assessor answers parcel-card questions. Pullman's City Clerk accepts focused Public Records Act requests for city files, including address-based permit or code records when no verified public index is available.

Historical questions can move through the State Library, WSU MASC, Neill Public Library, WCHS, State Archives, FamilySearch catalogs, or Library of Congress Sanborn maps. Ask for a scan, finding aid, microfilm check, or staff search. Washington's Public Records Act requires an agency response within five business days that provides the record, acknowledges with an estimate, seeks clarification, or gives a reasoned denial. That response time is not a promise that all records arrive in five days.

Official Pullman Records Beat Compilations

Private people-finder products combine old public feeds, marketing data, and user material. Their profiles may merge people, repeat stale addresses, or omit source dates. They can suggest a lead, but they do not turn it into an official fact. Direct records state who created the data and what it means.

Use records lawfully. Never use Pullman resident information to stalk, harass, threaten, or expose a protected address.

Keep a Pullman Source Log

Save enough detail to repeat the search: exact query, spelling variant, portal or collection, access date, record year, parcel or document number, case number and role, directory page, newspaper issue, and repository. Quote only what the record supports. A legal description may outlast a street form; a business name may bridge a directory gap; a different initial may flag another person rather than an error.

Corrections begin with the custodian. Take a parcel error to the Assessor, a recorded-index issue to the Auditor, a case mismatch to the Clerk, voter data to Elections, and vital data to DOH. Keep the challenged value out of further publication while it is reviewed. A dated source log makes both verification and correction faster. For each Pullman residents directory match, preserve the office's reply beside the original result so a later reader can see what changed, when it changed, and which record now controls.

For historical Pullman work, add the edition title, repository, call number, page, and image rights. For a map result, save the parcel ID and layer name as well as a screen view. A phone call should be logged with the office, date, and staff guidance, while a mailed request needs a copy of the request and reply. These details make a later mismatch useful. A new street form, different mailing city, or changed initial can open another search path instead of forcing a false match. When a record is merely an index, label it as an index until the underlying image or official copy has been checked.
