Pullman ZIP Directory Coverage
Pullman has two current ZIP codes with sharply different delivery roles. A third code appears in older mail and records but is no longer current. The key local fact is that the Washington State University code is for campus business mail, while most other Pullman destinations use the general city code. This ZIP code directory treats the former College Station code as historical evidence, not a present delivery choice.
| ZIP | Areas Covered | Post Office or Delivery | Local Note |
|---|---|---|---|
| 99163 | Most Pullman homes and destinations; WSU residence halls, fraternities, and sororities | Pullman Post Office, 1135 S Grand Avenue | A 99163 mailing line does not prove the parcel lies inside city limits |
| 99164 | WSU Pullman business offices and campus mail destinations | WSU Mailing Services and campus mail-code routing | Institutional routing code, not a second residential neighborhood |
| 99165 | Former College Station postal identity | Discontinued; USPS directs mail to Pullman 99163 | Historical code discontinued May 12, 2006 |
The WSU mail policy states that Pullman has two ZIP codes. It assigns 99164 to university business offices and 99163 to residence halls, fraternities, sororities, and the rest of Pullman. A 99164 address should therefore be read with its department or campus mail code. It is not enough to place a private home.
Verify Pullman ZIP Code Fields
The official USPS ZIP Code Lookup has three search modes. By Address verifies a delivery address, By City and State returns postal codes tied to that city name, and Cities by ZIP returns accepted city names for a code. Use the first mode when a street and unit are known. The other modes explain a city or ZIP label but do not confirm a person at an address.
| USPS Mode | Required Fields | Optional Fields | Best Pullman Use |
|---|---|---|---|
| By Address | Street, city, state | Company, apartment or suite, ZIP | Normalize a full Pullman delivery address |
| By City and State | City, state | None documented | See postal codes associated with Pullman |
| Cities by ZIP | ZIP | None documented | Check the recommended city name for an old or unclear record |
USPS warns that its result does not prove a person or company receives mail there. When a form rejects a Pullman address, first check the unit, recommended city name, and ZIP. For WSU business mail, also confirm the university department and internal code.
Find Pullman Residents by ZIP
There is no verified public list of every resident within a Pullman ZIP code. Instead, move from postal geography to official, source-specific records. TaxSifter shows ZIP on a parcel result, but the research did not confirm a ZIP-wide query field. Pullman GIS exposes postal and road-side ZIP attributes, while the statewide voter extract may be filtered after lawful delivery under its statutory limits.
- Enter the complete address in USPS ZIP Lookup. Save the standardized city, state, ZIP, and unit form.
- Locate the address in the Pullman GIS viewer. Read its postal ZIP, municipality, county, and assessor parcel ID fields.
- Open the matching parcel in Whitman County TaxSifter. Keep the situs address separate from the owner's mailing address.
- For a lawful election purpose, request the Washington voter extract and follow RCW 29A.08.720. Do not treat it as an unrestricted street roster.
- Once a result narrows to a road, use the Pullman street directory for parcel-by-parcel research.
This order prevents a result-only ZIP field from being described as a portal filter. It also preserves the distinction between a property owner, a registered voter, and a current occupant. Each is a different claim with a different update date.
99163 Across Pullman Records
ZIP 99163 handles most Pullman residential and general delivery, including WSU residence halls and fraternity or sorority addresses under university policy. Residence-hall mail needs the street address and apartment or room detail specified by WSU. A campus residence is therefore not identified by ZIP alone.
The Pullman Post Office is listed at 1135 S Grand Avenue, Pullman, WA 99163-9998, phone 509-334-3093. Published hours are Monday through Friday from 8:30 a.m. to 5 p.m. and Saturday from 9:30 a.m. to 1 p.m. The counter is an access channel when an online postal lookup fails, but postal staff verify delivery, not parcel ownership or household identity.
TaxSifter may show 99163 in an owner's mailing address as well as in the parcel's situs line. Read those lines separately. An owner can receive tax mail at a PO box or at a different city, and that does not alter the legal parcel location.
99164 Routes WSU Business Mail
ZIP 99164 is one of Pullman's strongest geography quirks. WSU uses it for business offices and internal campus delivery. Under the university pattern, a PO Box number uses “64” plus the campus mail code. A name attached to that mailing line may identify an employee's office role or a department contact, but the address type does not establish a private home.
For a 99164 item, preserve the full department name, box, mail code, date, and source. Then verify the role through the issuing WSU directory or record. If the research question concerns land, switch to the street address, parcel ID, and legal description. GIS and TaxSifter are better tools for that task than an institutional ZIP code directory entry.
Campus clue. Read 99164 as an institutional routing signal. Pair it with the WSU unit and an actual street or parcel before drawing a geographic conclusion.
Old Pullman ZIP 99165
Older Pullman letters, directories, and newspaper notices may show ZIP 99165 for College Station. The USPS Postal Bulletin records its discontinuation on May 12, 2006 and directs use of Pullman, WA 99163 on the last line. That date makes the code useful for placing a source in its postal era.
Do not silently replace 99165 in a citation. Record the address exactly as printed, note that the code is historical, and run the current address through USPS. Next compare the parcel or campus office using today's map. This preserves evidence while preventing the old code from being presented as a third current ZIP code.
Note: Historical 99165 is a date clue for College Station mail, not proof that a named person stayed at the same place after 2006.
Map Pullman ZIP Geography
The City of Pullman GIS viewer accepts an address or landmark and lets the user browse and select features. Its address service exposes full address, road name, municipality, postal ZIP, assessor parcel ID, subdivision, lot, block, county on each side of a road, municipality on each side, and ZIP on each side. Those side fields can reveal an edge or road where simple mailing labels hide the actual jurisdiction.
GIS remains a map reference, not a legal survey or proof of ownership. County guidance says geometry can change and current parcel information belongs in TaxSifter. The parcel ID, subdivision, lot, and block are stronger bridges when a street form or ZIP changes. They can also connect an address to the Auditor's recorded deed.
The successful Whitman TaxSifter capture shows the entry and reference disclaimer for the parcel search.
Use its returned ZIP as one parcel field, then verify postal form with USPS and jurisdiction with the city map.
Pullman ZIPs and City Limits
ZIP boundaries serve mail delivery. They do not define incorporated Pullman, census geography, voting districts, or legal parcels. A Pullman mailing city can reach a place outside the incorporated line, and a WSU code can identify a campus business route. The county's 2025 assessor notice separately referred to Rural Pullman outside city limits, which reinforces the need to compare postal and municipal fields.
For an edge address, compare the USPS result, the GIS municipality and county-side values, the assessor situs, and the deed's legal description. Do not infer a school area, neighborhood, or city jurisdiction from ZIP alone. No complete official polygon list matching every local delivery point to the city line was identified in the research.
- ZIP and ZIP+4
- A five-digit ZIP identifies a delivery area. The four added digits narrow a segment, building, box group, or high-volume recipient.
- PO-box ZIP
- A code or segment used for post office box delivery rather than a mapped home.
- Unique ZIP
- A ZIP assigned for a high-volume organization. Pullman's 99164 has the related role of routing WSU business mail.
- Carrier route
- A postal delivery path used to organize stops. It is not the same as a neighborhood or city boundary.
Separate Pullman Address Types
A reliable ZIP code directory keeps three address concepts apart. The situs address is where the parcel is mapped. The mailing address is where an owner receives tax or other correspondence. The legal description identifies the land through recorded terms such as subdivision, lot, block, or metes and bounds. Only the legal description and parcel number can reliably bridge some street or postal changes.
Access does not end online. USPS offers its counter; WSU Mailing Services handles 99164 questions; the Assessor has phone and counter help in Colfax; the Auditor supplies deed and legal-description records; and the City Clerk can take a focused request for address-keyed administrative files. State Library, WSU, and WCHS collections can explain an old address or historical ZIP found in a directory.
