Sources Around a Pullman Block
Each official source answers a limited block question. Pullman GIS shows which parcels appear next to the subject address. TaxSifter identifies the owner and mailing line on one parcel card. EagleWeb can connect adjoining lots with deeds, plats, or a shared legal description. Washington voter data can show released registration facts, but it is not an open map of every household. Local groups publish civic contacts, not private member rosters.
| Source | What It Shows About a Block | Access |
|---|---|---|
| Pullman GIS parcel layer | Parcel edges, address, ZIP, parcel ID, and road or jurisdiction fields | Public map and ArcGIS layers; no ownership warranty |
| Whitman TaxSifter | Owner, situs, mailing address, values, sales, and legal description per parcel | Public reference search; Assessor counter and phone fallback |
| Whitman EagleWeb | Plats, transfers, parties, and shared legal descriptions | Online from 1980; older or certified records at Auditor |
| SOS voter extract | Released names, addresses, districts, precincts, and voting-history indicators | Requested CSV under RCW limits and protected-address rules |
| City civic groups | Public boards, association contacts, ward and meeting context | Public sites; no complete member-address directory found |
| Neill, WSU, and WCHS | Historical photos, plats, directories, papers, and publications | Digital, library, archive, and research-request routes |
An owner name is evidence of ownership on the card's date. It does not prove that the person occupies the parcel. The mailing address may point elsewhere because it is used for tax correspondence. A voter record confirms registration facts at a point in time, not physical presence today. Pullman neighbors should be identified only to the level each dated record supports.
Map Pullman Neighbors by Parcel
Use the City of Pullman GIS viewer to locate one exact address. Zoom until the parcel boundaries and street names are clear. Select the subject feature where available, then note parcels that share an edge and those immediately across the road. No documented public radius or buffer tool was confirmed, so ordinary pan, zoom, selection, and separate parcel checks are the reliable method.
- Search the full address or landmark in Pullman GIS and confirm the mapped subject parcel.
- Record its parcel ID, address, ZIP, lot, block, and municipality fields before moving outward.
- Select each edge-sharing or directly opposite parcel. Open a separate TaxSifter card for each ID.
- Keep the situs address apart from the owner's mailing address. Do not infer who lives there.
- Use EagleWeb only when a deed, plat, or transfer question requires recorded proof.
Map points that look close are not always one legal parcel. A road, easement, common tract, or lot line can change the answer. TaxSifter and recorded deeds should confirm ownership. For work along an entire named road, use the Pullman street directory rather than expanding this immediate-block method.
Read Pullman Block Fields
Pullman's public ArcGIS services expose full address, road name, postal ZIP, municipality, assessor parcel ID, subdivision, lot, block, and Public Land Survey System fields. They can also show city, county, and ZIP values on each side of a road. Those attributes are useful at the edge of town, where a Pullman mailing line may not match the incorporated city boundary.
WSU adds a local postal twist. ZIP 99164 routes university business mail, while 99163 serves most residential destinations and campus residences under the university policy. A 99164 result can point to an office mail code rather than a nearby home. Read the address type and parcel together before calling a result a neighbor.
Note: GIS geometry can change and is not a legal survey, so verify current parcel facts through TaxSifter and recorded documents.
Check Pullman Adjacent Ownership
Open Whitman County TaxSifter for every parcel ID gathered from the map. The official sample parcel card shows owner name, situs, mailing address, legal description, values, ownership percentage, sales history, permit fields, and historical valuation. The live form is dynamic, and exact labels or export controls were not confirmed. Avoid promising a one-click block roster.
Compare the legal descriptions when several units or lots seem linked. Ownership may be split by percentage, a mailing address may be out of county, and a parcel can be vacant or used by someone other than the owner. Those facts make parcel-by-parcel notes more sound than a list of names copied from the map.
- Parcel
- A mapped unit of land tracked by the assessor under an identifying number.
- Situs address
- The place where the parcel is located.
- Mailing address
- The destination for tax correspondence, which may differ from the property.
Link Pullman Lots Through Deeds
The Whitman County EagleWeb index can test whether nearby parcels share a plat, legal description, or recorded party. Its index and images run from January 1, 1980. Search by grantor, grantee, document number, date, document type, or municipality plus block and lot. Related Searches can reveal instruments that cite the same description.
This step is for title and parcel history, not a current head count. Save the auditor file number and recording date. For older books, plats, surveys, and certified copies, call or visit the Auditor's office in Colfax. The counter, phone, email, State Archives, and WCHS are the fallback routes when the web index ends.
Pullman Voter Data Boundaries
VoteWA is an individual-facing registration and ballot portal. It should not be described as a public block roster. The separate Secretary of State voter database extract request requires the requester's name, email, phone, address, city, state, ZIP, county, and a file choice. Delivery is generally by emailed download link within five business days, and the file is updated monthly.
Released data can include registered names, addresses, district or precinct facts, and current or prior voting-history indicators. It does not disclose ballot choices or party preference. RCW 29A.08.720 bars advertising, offers, and solicitation uses. Address Confidentiality Program participants and other protected voters are withheld or represented by substitute addresses. Absence does not prove a Pullman home is empty.
Pullman Neighborhood Contact Layer
No complete official Pullman HOA, congregation, or block-watch roster was found. Three public organizations still help identify the right civic contact without exposing private members. They publish board, planning, ward, or community information rather than household lists.
College Hill Association
College Hill Association addresses neighborhood identity and participation. No public member-address directory was verified.
Downtown Pullman Association
The public board and liaison page identifies organizational roles and contacts, not residential members.
Pullman Chamber
The government-affairs page offers ward-finder and civic committee context for a selected address.
City agenda packets are another public path. They can name applicants, commissioners, consultants, and commenters connected with a civic matter. A name in a packet does not establish residence. Ask a group through its published contact channel rather than trying to obtain a private roster.
See the Downtown Pullman Association's official public leadership page.
The page supports a community-contact search, but its public roles should never be turned into a claim about who lives on a nearby block.
Historic Pullman Neighbors
Neill Public Library, WSU Libraries, and Whitman County Historical Society form the historical block layer. Neill's Palouse Heritage collection provides local photos, postcards, documents, and named people or places. WSU has more than 1,200 Pullman photographs and postcards, along with newspapers, maps, and campus telephone directories. WCHS holds plats, local publications, cemetery indexes, and an every-name index to 52 works.
The WCHS Pullman Business Directory index spans 1881 to 1993. It can trace a business name through year and location changes, which is helpful for a downtown block. Historical city and telephone directories may connect an address with an occupant or subscriber in one edition. Each clue must be dated and checked against a map, deed, or second source.
Official Pullman Block Records
Private neighbor tools combine public filings, old addresses, marketing data, and user-added material. Their labels can collapse a former owner, tax mailing address, and current occupant into one profile. Official records move more slowly, but they identify the custodian and date behind each fact.
| Source type | Best use | Main limit |
|---|---|---|
| GIS and assessor | Parcel adjacency and named ownership | Does not list all occupants |
| Recorder and voter custodian | Dated transfers or released registration facts | Cutoffs, restrictions, and protected records apply |
| Commercial compilation | Possible lead for later official checking | Freshness, identity matching, and source date may be unclear |
For Pullman neighbors, the safer chain is address to GIS, parcel ID to TaxSifter, and only then to a deed or other official source when the question calls for it. Record uncertainty instead of filling a blank with a commercial guess.
Protect Your Pullman Neighbors
Public parcel records do not reveal every family member, student, guest, or other occupant. Utility and delivery data are not substitutes. DMV personal addresses are restricted, and sealed court or vital records stay outside an ordinary block search. Washington's Address Confidentiality Program gives qualifying survivors and protected workers a substitute address that agencies accept for covered purposes.
Use the minimum facts needed for civic contact, property research, family history, or personal safety. Do not republish an actual protected address. Washington law also restricts use of voter lists and county GIS mailing-address data, while stalking law addresses repeated unwanted following, monitoring, tracking, or contact.
Lawful use. Check Pullman neighbors for civic, historical, or personal safety needs. Never use these records to watch, intimidate, threaten, or harass a person.
